A jury in Oregon awarded $2 million to a child who was abused by his foster parents from 2002 to 2004 because child welfare workers failed to protect him after receiving repeated reports of abuse in the home.

According to court documents, the Oregon Department of Human Services received several reports, which were phoned in to a child-abuse hotline, that children at the Clackamas County foster home of Thelma and William Beaver were being neglected and abused.

All children were removed from the home after the Beavers’ 5-year-old foster daughter, Jordan Knapp, suffered a broken skull and had to be transported by helicopter to a local hospital. A lawsuit on behalf of Knapp was settled by the state for $1.5 million.

The boy, who was removed from the Beavers’ home at age 3, weighed more when he moved into the home two years before, according to witness testimony.

The Beavers were charged with criminal mistreatment. A judge sentenced Thelma Beaver to five years in prison, while William Beaver received only a probation sentence in connection with the abuse.
